Main Duties- To provide a high quality, customer focused, comprehensive and accessible housing advice service across all tenures with the aim of managing and resolving housing issues and improving health and well-being. Working in partnership on a local and regional basis ensuring that the team effectively communicates with relevant partners, maximises its impact and outcomes for customers and service users Be responsible for acting in accordance with our statutory functions, Council policies, procedures, and relevant Government legislation across the Housing Service 4. Be responsible for the planning, implementation and delivery of specific team functions across Housing Options and Advice, ensuring a positive image of the Council at all times. Promote and contribute to the development of the Council's 'One Team' philosophy and approach to service delivery, ensuring that all staff promote a positive image of the Council and customers are treated with courtesy, respect and equality. Ensure the delivery of a high quality customer focused service to tenants and residents, taking ownership of issues and queries with a positive attitude and culture, working to encourage a sense of community. Undertake lone home visits to carry out an assessment of need to provide recommendations for housing options. Contribute to the further development of policies and procedures to improve service delivery, actively participating in the work of relevant Steering Groups. Take responsibility for all client records and associated sensitive information, ensuring confidentiality at all times, maintaining data protection. Identify solutions and use initiative to solve complex issues by acting within the council's policies and procedures, and ensuring compliance with relevant legislation. Ensure accurate record keeping, and audit trails to demonstrate correct use of resources. Assist in the development, improvement and marketing of housing option services, including those already provided and for new initiatives developed by the Council and its partners Undertake appropriate assessments and record data in line with statutory requirements and other performance indicators and other data recording methods. Be able to meet deadlines for enquiries from Councillors, Members of Parliament, Assembly Members and other representatives and organisations. Monitor the financial database and collate information to manage an up to date, accurate record of expenditure and maximise income in line with Housing Options budgets, to include the collection of monies in respect of rent and loan repayments. Partnerships and Outcomes 1. Communicate effectively with key stakeholders to reduce the possible risk of homelessness, refer to providers of suitable and affordable homes within Carmarthenshire. 2. Refer to support providers and advice agencies, to ensure that needs of homeless or vulnerable people are met appropriately, and that applicants benefit from consistent interpretation of policy and procedure. 3. Represent the Housing division and be involved in a range of forums and multi disciplinary meetings such as MAPPA, MARAC, domestic abuse cases, child protection, police, social care and health case conferences, and make a positive contribution to the cases discussed as well as identifying high risk cases and keeping the information discreet. 4. Liaise with key stake holders on local and regional basis, promoting a positive image of the council working in partnership to ensure customer satisfaction for the residents. Develop close positive working relationships with tenants and residents to promote safe, attractive and sustainable communities. Work to reflect the priorities of the integrated community strategy and promote sustainable communities within Carmarthenshire. Actively engage with local members and deal with their enquiries Knowledge and Expertise Deal with a highly diverse range of complex situations and problems, and finding suitable solutions and outcomes that reflect the need of the customer in accordance with current government legislation and approved council policies and practices. Use skilled negotiation and extensive knowledge to resolve a range of housing related issues including, anti-social behaviour, home improvements and adaptations, estate and tenancy management (as part of our Social Lettings), homelessness, financial hardships and debt. Identify 'Reason to Believe', and where homelessness is not preventable, undertake statutory homelessness assessments, issue legal determinations and manage an ongoing case load to discharge statutory duty in an effective and timely manner Manage enquiries from inception to conclusion, using one's own initiative, skilled knowledge and a detailed understanding of legislative requirements. Develop and maintain effective working relationships with key partners to ensure that referrals are made to the appropriate agencies or teams exploring all opportunities and identifying optimum housing options and solutions.
