STRATEGIC LEAD – FINANCE & OPERATIONS Context Chwarae Teg’s vision is for a Wales where women achieve and prosper.The Strategic Lead - Finance & Operations leads a team of staff in Finance, Procurement, IT, Audit and Risk, Facilities and Governance contributing to delivering Chwarae Teg’s vision by: Ensuring the charity and customer-facing staff have the infrastructure and support they need to pursue our vision and mission. Job Description The Strategic Lead - Finance & Operations reports to the Chief Executive, working closely with other senior staff particularly Strategic Lead for Delivery and Strategic Lead Communications. In each of the Team’s key areas there are Lead Managers who will work closely with the Strategic Lead - Finance & Operations. This is a crucial role for Chwarae Teg, ensuring the delivery of efficient and effective support services to staff and customers. The post holder will be specifically accountable for the effective delivery of the following functions: · Finance · Procurement · IT · Audit and Risk · Facilities management · Governance Purpose of the role Working with the Chief Executive and other senior staff to deliver quality services to staff and customers through a period of development and change. A key person in the senior leadership team, this role will: · Work at a strategic level with Welsh Government and WEFO officials, a range of employers, stakeholders and other funders (including charitable trusts and foundations) identifying opportunities for growth and development · Manage the organisation’s cash flow and the relationships with stakeholders, specifically WEFO, the Board, Chwarae Teg’s bank, and other funders · Work closely to the Chief Executive to provide leadership and oversight for all annual accounts, monthly management accounts and other financial reporting mechanisms as required by our funders · Provide leadership and direction to all staff within the team and ensure the smooth running of services, identifying risks and proactively finding and delivering solutions. · Lead our work in the areas of finance, IT, governance, facilities, procurement, and risk and audit. · Work proactively with our Board and sub-committees and oversee our governance structures Person Specification All Chwarae Teg staff are expected to commit to and exhibit values, attitudes and behaviours in order to contribute positively to our vision and mission and values (DNA) set (see Annex 1 below). To carry out this role effectively, it is essential that the post holder: 1. Is qualified to ACCA or equivalent standard and has extensive expertise in managing a complex third, private or public sector finance function, including large scale grant funded projects 2. Has excellent interpersonal & communication skills, considerable experience of successfully leading, managing and motivating a multi-functional team where other members of the team hold the technical and professional knowledge. 3. In the key area of finance is skilled in: financial planning, reporting and management, internal and external audit,procurement, payroll and pensions 4. Has experience of different governance structures and processes, including risk management, regulation, business planning and business continuity 5. Displays personally and encourages in others, the values, attitudes and behaviours promoted by Chwarae Teg, as expressed in our vision and mission; 6. Operates at a strategic level to make best use of the organisation’s financial resources to deliver on our vision; 7. Is excellent at identifying and evaluating opportunities and mitigating risks in pursuit of the charity’s vision and mission; 8. Has significant skills in the co-drafting and development of successful funding tenders and applications, particularly by producing accurate costings; 9. Has a good understanding of charity governance (and preferably experience of working at a strategic level in the third sector) and Although not essential, it would be useful for the post holder to speak and write Welsh.
