Head of Commercial Governance and Assurance

Fixed term for up to 4 years

The Wales Mutual Investment Model is a partnership between the Welsh Government and the private sector to deliver infrastructure schemes in Wales.

The Mutual Investment Model (MIM) is an innovative approach to investment in public infrastructure developed in Wales. The MIM will support additional investment in social and economic infrastructure projects, which might not otherwise have been built due to a scarcity of capital funding.

MIM schemes will see private partners build and maintain public assets.  In return, the Welsh Government will pay a fee to the private partner, which will cover the cost of construction, maintenance and financing the project. At the end of a specified period of time the asset will be transferred into public ownership.

Mutual Investment Model schemes

On 28 February 2017, the Cabinet Secretary for Finance and Local Government, Mark Drakeford, announced the government's intention to undertake 3 schemes using the MIM:

  • Velindre Cancer Centre, Cardiff
  • work to complete the dualling of the A465 from Dowlais Top to Hirwaun
  • additional investment in Band B of the 21st Century Schools Programme.

These schemes will comprise new investment in public infrastructure with a capital value of around £1bn.

Within Welsh Government, the Treasury's Innovative Finance Team is responsible for all policy aspects of the MIM. This multidisciplinary team houses a small number of experts in project finance, PPP law, PPP procurement, and commercial assurance, as well as civil service generalists.

An opportunity has arisen for a Grade 6, (Associate Commercial Specialist Level) to join the team [on a fixed-term basis], assuming lead responsibility for commercial assurance of MIM schemes; and over longer term to develop policy on the contract management requirements for the schemes.

Reporting formally to the Commercial Director, the post is embedded in the Innovative Finance Team, working alongside other experts on the MIM programme under the activity management of the Head of Innovative Finance. 

This is an exciting opportunity to join Welsh Government and provide commercial leadership in a new area as it develops from policy to delivery, and be part of delivering the Taking Wales Forward progamme for Government over the next four years.

Solid experience of PFI and PPP schemes, a sound understanding of public procurement, including competitive dialogue, and a thorough knowledge and of commercial assurance disciplines are all required for this role

  • gwaith i gwblhau deuoli'r A465 o ben Dowlais i Hirwaun
  • buddsoddiad ychwanegol ym Mand B Rhaglen Ysgolion yr 21ain Ganrif

Bydd y cynlluniau hyn yn cynnwys buddsoddiad newydd mewn seilwaith cyhoeddus gyda gwerth cyfalaf o tua £1 biliwn.

O fewn Llywodraeth Cymru, Tîm Cyllid Arloesol y Trysorlys sy'n gyfrifol am bob agwedd ar bolisi'r Model. Mae'r tîm amlddisgyblaethol hwn yn gartref i nifer fach o arbenigwyr ym maes cyllid prosiectau, cyfraith PPP, caffael PPP, a sicrwydd masnachol, yn ogystal â chyffredinolwyr y gwasanaeth sifil.

Mae cyfle wedi codi i unigolyn Graddfa 6, (Lefel Arbenigwr Masnachol Cyswllt) ymuno â'r tîm [ar sail tymor penodol], gan ymgymryd â chyfrifoldeb arweiniol am sicrwydd masnachol cynlluniau MIM; a thros y tymor hwy, er mwyn datblygu polisi ar ofynion rheoli contractau ar gyfer y cynlluniau.

Yn atebol yn ffurfiol i'r Cyfarwyddwr Masnachol, mae'r swydd yn cael ei hymgorffori yn y Tîm Cyllid Arloesol, gan weithio ochr yn ochr ag arbenigwyr eraill ar raglen y Model dan reolaeth gweithgarwch y Pennaeth Cyllid Arloesol. 

Mae hwn yn gyfle cyffrous i ymuno â Llywodraeth Cymru a darparu arweinyddiaeth fasnachol mewn maes newydd wrth iddo ddatblygu o fod yn bolisi i gael ei gyflwyno, a bod yn rhan o gyflwyno rhaglen lywodraethu Symud Cymru Ymlaen dros y pedair blynedd nesaf.
